Walk-In Cooler Installer Licensing: Ontario Checklist
Ontario licenses the technician, not the company. The three certificates your installer must hold, and the public registers where you check each one yourself.
Every walk-in cooler quote in Ontario arrives with some version of “fully licensed and insured” printed on it. That phrase is close to meaningless, because the province certifies the people who do refrigeration work rather than the companies that sell it. This is the checklist: which certificates matter, which regulator issues each one, and how to verify all three yourself before you sign anything.

Ontario licenses the technician, not the company
Ontario certifies the person doing refrigeration work through a compulsory trade certificate and a separate refrigerant-handling card. It does not run a general contractor licence for refrigeration businesses. The one business-level licence in play covers the electrical portion of the job, and it comes from a different regulator.
That is why a claim of being licensed tells you so little on its own. It may point at an electrical licence, at certificates individual staff happen to hold, or at nothing you can check. Ask which named people will be on your job, then verify them.
313A: the refrigeration trade certificate
Refrigeration and Air Conditioning Systems Mechanic, trade code 313A, is a compulsory trade in Ontario. To practise it legally a person must hold a Registered Training Agreement, a Provisional Certificate of Qualification, or a Certificate of Qualification. Credential holders are listed on the Skilled Trades Ontario Public Register, which is where you check the name they give you.
- Ask by name: request the credential of the technician who will braze and charge your system, not a general company assurance.
- Search the register: look the name up on the Public Register before work starts.
- Apprentices count: someone working under a Registered Training Agreement is working lawfully, so ask for the agreement rather than assuming a missing certificate means a problem.
- Check currency: a Certificate of Qualification in this trade must be renewed to stay valid, so the date matters as much as the document.
The ODP card: who is allowed to touch refrigerant
Ontario Regulation 463/10 states that no person shall service or test refrigeration equipment that contains a refrigerant unless certified. Certification comes from a Director-approved course, and the resulting Ozone Depletion Prevention card is valid for five years from the date it is issued.
The part most buyers miss is that the card is not a substitute for trade certification. Ontario says directly that you cannot work on or fix refrigeration equipment with only an ODP card, because a Certificate of Qualification is also required for the refrigeration and air conditioning mechanic trade.

ESA: the licence that does attach to the business
Electrical work is the exception to everything above. Any company offering electrical installation services to the public must be licensed by ESA, and Licensed Electrical Contractors are, with limited exemptions, the only businesses legally authorized to do electrical work in your facility. ESA also states that almost all electrical work requires a notification of work filed before the work starts.
- Number format: ECRA/ESA followed by seven digits, which belongs on the estimate, on correspondence, and on the vehicle.

Verify it in four steps
- Get the technician’s name: ask which 313A holder will braze and charge your system, then search that name on the Public Register. An apprentice on a Registered Training Agreement may not appear, so ask to see the agreement instead.
- See the ODP card: check the issue date. Five years from issue, it is dead, and an expired card means retaking the course.
- Read the estimate: find the ECRA/ESA number on it, then confirm it through ESA’s contractor look-up or at 1-877-372-7233.
- Ask who files: the ESA notification of work goes in before wiring starts. If the installer expects you to handle it, the quote is missing scope.
Ten minutes, four steps, no goodwill required. An installer with nothing to hide will hand over all of it without friction.
Permits: what the municipality wants
Building permits depend on scope and municipality rather than on the words “walk-in cooler.” Toronto’s guidance summarizes the Building Code Act trigger as the construction, demolition, or material alteration of a building or structure. The city separately describes permits for certain interior alterations to an existing non-residential building where floor area does not increase.
Walk-in coolers are not named in either rule, so whether yours triggers a permit depends on what the work touches. Confirm with the local building department before the crew books a date.
Public Health is a separate track. Ontario Regulation 493/17 requires refrigerated space adequate for the safe storage of potentially hazardous food, equipment sized to hold that food at its required temperature, and thermometers that can be easily read.
What a complete quote actually covers
A quote that names only the box and the refrigeration is missing scope, and the missing scope is where change orders come from.
- ESA notification and inspection: filed and scheduled by the installer, not left with you.
- Public Health coordination: who meets the inspector and when.
- Commissioning scope: pull-down to design temperature, defrost verification, controller setup, and a written report at handoff.
- Separate warranties: the panel envelope, the refrigeration system, and labour each carry different terms from different suppliers, so the quote should itemize them rather than roll them into one number. WFE’s terms are on the warranty page.
Two more documents are worth requesting even though neither is a licensing matter: a certificate of insurance for the project, and a WSIB clearance certificate. Your insurer or landlord will usually say what form they expect, including whether your business should be named as an additional insured.
